The two key elements in an EPR system are the register and the Producer Responsibility Organisation (PRO), also called system operator. The development of both elements in an EPR system should not be separated. Considering this relation, this particular technical document seeks to provide recommendations on the suitable model of a system operator for the Indonesian EPR system. It closely relates to the additional technical document focusing on setting up a company register in Indonesia.
