To respond to the risk of plastic pollution, a number of regions in Indonesia have issued policies prohibiting the use of single-use plastics, including plastic shopping bags. This negative stigma and prohibition policy then resulted in disruption of the plastic value chain. This document seeks to map the actors involved in the value chain of plastic bags, especially at the stage of managing the end-of-life of plastic bags. The results of this mapping are expected to provide strategic direction to encourage the collaboration between actors towards a circular economy for plastic bags.
